La locution pression démographique1 évoque l’idée d’un rapport entre l’effectif (101-7) de la population et les ressources (901-1) dont elle dispose : dire que cette pression est forte ou faible sur un certain territoire (301-2), revient à exprimer l’opinion que la population (101-7) de ce territoire est proche ou éloignée du maximum compatible avec les ressources qui sont effectivement à sa disposition. Selon la théorie malthusienne de la population2, dénommée ainsi du nom de Malthus, son auteur, la population ferait sans cesse pression sur les moyens de subsistance3, c’est-à-dire qu’elle tendrait constamment à croître jusqu’au maximum compatible avec les ressources vivrières dont elle dispose. Toute modification du volume global de ces ressources entraînerait par suite un déplacement de l’équilibre démographique4 particulier ainsi défini, lequel correspond à un niveau de vie (902-6) voisin du minimum physiologique5. La préservation de l’équilibre démographique suppose d’éviter tout excédent de population 10★. Ceci s’opére par le jeu d’obstacles à la croissance de la population (cf. § 701). Malthus classait ces obstacles en deux catégories : d’une part les obstacles répressifs6, agissant par voie de destruction — en augmentant la mortalité (401-1) —, et volontiers dénommés de nos jours obstacles malthusiens6, constitués essentiellement par les famines, les épidémies et les guerres ; d’autre part les obstacles préventifs7, susceptibles de freiner la croissance naturelle de la population en diminuant la natalité (601-1), le seul obstacle préventif que Malthus considérât d’ailleurs comme admissible, étant constitué par la contrainte morale8 que les individus s’imposeraient eux-mêmes, en associant la prolongation du célibat9 à la continence (627-4).
